Absolutely.

prove it

Tearing Doomsday in half. Every encounter  before he barely could hold his own. Womder Woman got upgraded vastly and it is mentioned and shown and he is still stronger than her. She was a 9 to his 10 before. In order to be ahead of her now he would have to be also vastly upgraded.

From OWAW through Apokolips Now a few years later, Superman repeatedly kicks Darkseid’s ass, yet can’t even touch Darkseid in New 52.  So Superman must be weaker.

Not that I’m aware of.

And after the Doomsday rip, Superman fights DOS Doomsday about as well as he does before.

Comics aren't logical and consistent the way reality is.
Power-ups are often a perfect manifestation of this. What matters most is the relative hierarchy, and that rarely changes that much in the long-term: a few power-ups stands the test of time; most do not.
It's 'Iron Man Syndrome'. Think of how many explicit power-ups Iron Man had during his career that in the end didn't really change his position relative to other heroes.
