His brother's interview said that he had no mental illness that he knew of, he's wealthy, and he use to buy his mother big things of cookies.

State of Nevada doesn't require motive to determine a terrorist attack.

But virtually everyone else does.  Terrorism is overwhelmingly used to mean acts that are designed to frighten the population for a political (or religious) motive.

Exactly. Diluting the term is not helpful, and just non-terrorist acts of violence are no less despicable than terrorist ones. Both the Left and Right play with terminology and it serves no useful purpose.

As a destructive act intended to change people's cultural ideology about gambling or vice or whatever, yes that's terrorism.
