Doom wins.  He comes u with 50 ways to kill supes in the first 15 seconds of prep.

Posters way overestimate the typical value of prep. We often see some great examples of prep allowing the inferior combatant to win the day. But those are in many ways the exception.
Luthor has had how long to prep to beat Superman? A lifetime...and...

And Superman's prep is being underrated. Sure, typically he won't prep even if given time as he's busy. And some portrayals of Superman aren't that good at prepping. But many are. Superman has done his fair share of prep over the years, and has very often been quite good at it.

Historically (thinking of the Byrne-era onwards), Superman prepping usually involved him consulting outsiders like Hamilton, Irons, or S.T.A.R. Labs. Hard to think of instances of him prepping for magic, but he did ask Zatanna's brother for a mystic protection shield (IIRC) to help him beat Atlas, and ended up getting a solar energy boost instead, which did the trick anyway. It's questionable whether that sort of outside consultation is legit in a thread like this though. If it isn't, I don't think he has much hope prepping for magic, and he's not likely to have a very strong defence against a tech-based attack either. Still, depending on the writer, it's not inconceivable that he could simply turn the dial to eleven and ignore his vulnerabilities enough to get the win.

IIRC SM used prep when fighting Arion that's have someone cast a spell  on him  to help him somewhat stop Arion from directly affecting his mind and controlling him.  IIRC  when SM fought Amazo he used  prep to fight him in a semi rocket/ robot to stop him from absorbing or duplicating his powers. SM has also used prep against Parasite to stop him from draining him. But overall Dr Doom is better at prep than SM, eventhough SM isn't a slouch either he just rarely needs to use  prep.

True, villains fail in the long run because we can't have them killing heroes.  Their prep plans usually work in that they usually succeed in capturing the hero, defeating them but in such a way as the hero still manages to escape while weakened and come back later, or the heroes luck out or get outside help.  I could see Doom hitting Supes with red sun energies and what-have-you, steal his powers or something, then be defeated by his own hubris later.
