Iirc that was the rule prior to Shinnok breaking the Elder Gods rule.

As a matter of fact it has been depicted that the barrier separating the Earth and Netherworld is cosmic in nature that Raiden maintains. The only difference is Raiden needing to use "mortal" form when going to Earth. The cosmic barrier doesn't collapse just because he is in mortal form. A god form Raiden would destroy Akuma or imprison him.

Let's give credit where credit is due. Scorpion defeated Raiden albeit a deranged one and this isn't classic Scorpion anymore.

Well, imagine if a single ISIS (which they are doing to prevent capture as a group) hid inside a house of 4 which is a fairly standard number for a family, then multiply that to 100 for a small town. So a kill of 500 where 100 are actual combatants and the rest unarmed people and kids.

So 500 kills on record or off-record.

What kind of math is that? There's no specific way to calculate man/woman/child/combatant/civilian/etc... However he's got over 2,000 kills. Was in several wars. And several elite government units. It's safe to assume most of the people he killed were enemy soldiers. Even still it far outshines Frank's kill count, which was my initial point. But yeah, you're just assuming this and ignoring that he was a highly trained freak of nature as a soldier.

Ranking up confirmed kills according to Ross. Which means a good deal of those they went after and counted for him. He wouldn't have been praising him for offing women and kids. Also as he did a lot of his work for spec ops and such, he'd have specific targets. Targets that he clearly got every time as up to the moment he walked up to the Wakandan border and Ross saw who he was, he was still under the assumption he was working for the CIA and had no idea he helped Klaw.

CIA wouldn't let a completely rogue asset go around murdering scores of innocent people. And not a single red flag about him ever popped up.

I am not saying anything about his skills in case you are misinterpeting my post. As a matter of fact there is nothing related to it nor going against the grain about his being an elite commado.

The point I'm making is that when soldiers purge a village of enemies they include unarmed civilians in the conflict. So a kill of 2000 or 3000  or whatever thousands becomes highly dubious since civilians who always significantly outnumber the fighters in a town or village gets considered in the body count.

A perfect example was the My Lai Massacre (Mar 16, 1968) of around 500 villagers by the US Army where none were even armed.

And you are mistaken that commanders DO NOT praise their soldiers for doing a purge. This was war.

Superman scans them all. Determines Hulk & Thor as the strongest of the bunch... speed rushes and throws then into space.
Freezes GR and impales him in a fence. Flicks Capt Marvel with his pinky knocking her out.
Cracks Tony's armor, strips Panther of his suit, takes Cap' shield and ties up Strange's with the lasso then sends them all back to the Marvel universe buck naked not before he takes the lasso back with the disgruntled Cloak of Levitation which he gives to Diana.
Ant Man & Wasp tries to join in too late but Superman blew them all to Antartica.
All in 3.333 secs.

The rest of the JL decides there was no point to join as a team since Superman is a one man Justice League.
Flash cries in a corner wondering why he cant outrun Superman.
