Not comic books or even comic book sales. Essentially, if you have made it into a movie, or will be in an upcoming movie, you made the cut, and then they added filler.
BTW Ultimate Doctor Oct made it but regular did not, and neither did V, but I bet that was simply and omission on their part.
Gambit didn't make it either, but a lot of people don't like him so maybe it was on purpose.
